Revisions to Degree Program Moratorium Policy

Background
In December 2025, the ACC Executive Council and full ACC discussed a number of questions surrounding the Requesting Degree Program Moratorium policy, including a possible timeline for a moratorium, a check-in for programs in moratorium, and how long programs should be allowed to stay in moratorium. In addition to the ACC discussion, feedback was sought from college curriculum committees.
On April 22, 2025, the ACC discussed proposed revisions to the Requesting Degree Program Moratorium policy and reviewed the feedback from college curriculum committees. A decision was made to defer further work on this issue until the pending revisions to the Faculty Handbook language on Creation, Elimination or Merger of a School, College, Academic Department or Degree Program were approved. The Faculty Senate approved the revised Faculty Handbook on June 2, and it was signed by President Randhawa on behalf of the Board of Trustees on August 1, 2025.
ACC and Senate Action
On October 7, 2025, a motion by Betsy Raymond (and seconded) to adopt revisions to the Requesting Degree Program Moratorium policy was approved unanimously.
On October 13, 2025 a motion to approve the revisions to the Requesting Degree Program Moratorium policy was made by James Ray (and seconded). The motion was approved unanimously.
